We are all connected to it, so to say that the planets life is the same as life in the universe is to ignore the other parts of the solar system. Even so, even if the oxygen levels in the atmosphere were the same, that doesn’t mean that the oxygen levels on the surface of the moon would also be the same.
The problem here is that the oxygen (or other gases) in the atmosphere of the moon is very similar to that of Earth, so it would be very difficult for the moon to sustain life, as Earth had already. For example, if Earth had the same amount of oxygen in the atmosphere that we do on the moon, we would still be dead.
Also, if there is oxygen in the atmosphere of the earth, its very difficult to sustain life there, because most of the oxygen would be absorbed directly by the earth. As a result, we would have to have a large amount of oxygen in the atmosphere, but not all that much oxygen would be absorbed by the earth, which would make it much easier to support life.
