If you are living in a rural area, there’s no reason to think that they are going to get an offer from you anytime soon. If you are in a metropolitan area, you are going to have to wait for a certain time before you see a sign on your door.
Punjab is one of those places where you might not live long enough to get a sign. In the same way that we don’t put up billboards in the middle of the desert, we don’t even put up signs in the middle of the Punjab. Theres no reason to think that any electricity company in the whole of Pakistan will have you sign an electricity bill anytime soon.
In order to make sure electricity bills are sent out at just the right time, Punjab has a system of timers where every bill gets sent out at a certain time. Because the electricity companies are such a small part of the Pakistani economy, the bills get sent out with every bill, so the timing is perfect.
There are two things to note here. First, because electricity bills are sent out every few months, the timing of the bill gets a little out of sync. The bill gets sent out with the bill to pay, so all the bills are out of sync. Second, you could argue that the timing of the bills in Pakistan is perfect. They’re sent out on time, and it’s not like there’s a lot of electricity out there.
